UK Competition Authority Proposes Principles for 'Responsible' Generative AI

The UK's Competition and Markets Authority (CMA) has released a preliminary report outlining seven principles aimed at guiding the responsible development and use of foundation models (FM) in generative AI.

Companies working on these models now have clear guidelines to follow:

  • Accountability: “FM developers and deployers are accountable for outputs provided to consumers”

  • Access: “ongoing ready access to key inputs, without unnecessary restrictions”

  • Diversity: “sustained diversity of business models, including both open and closed”

  • Choice: “sufficient choice for businesses so they can decide how to use FMs”

  • Flexibility: “having the flexibility to switch and/or use multiple FMs according to need”

  • Fair dealing: “no anti-competitive conduct including anti-competitive self-preferencing, tying or bundling”

  • Transparency: “consumers and businesses are given information about the risks and limitations of FM-generated content so they can make informed choices”

The principles were formulated during an initial review including dialogues with various groups —consumer and civil society bodies, developers like Google, Meta, Microsoft, Nvidia, OpenAI, and Anthropic, foundation model users, and academics.

Despite the proactive steps being taken, the report does not call for immediate regulation but identifies potential problems that could affect the market. The CMA is keen on striking a balance between facilitating AI technology growth and addressing concerns about market power, unfair practices, and consumer protection.

Meanwhile, the US is still fine-tuning its approach—aiming to have its regulatory measures ready by year-end.
